The short answer
In modern usage — American English, today's British English, finance and science everywhere — a billion is 1,000,000,000, a one followed by nine zeros, or 10⁹. It's a thousand millions. This is the "short scale," and it's what you should assume any time you see the word today. The only reason there's an asterisk at all is a historical quirk worth knowing.
Why a billion ever changed size
For most of the 20th century, "billion" meant two different numbers depending on which side of the Atlantic you stood. The United States used the short scale, where a billion is a thousand million (nine zeros). Britain and much of Europe used the long scale, where a billion was a million million — twelve zeros — and the word for a thousand million was "milliard." So a British billion was literally a thousand times bigger than an American one.
That's a recipe for chaos in trade and journalism, and in 1974 the UK government officially abandoned the long scale and adopted the American nine-zero billion for all official figures. Most of the English-speaking world followed, which is why nine zeros is now simply "correct." But several European languages — French, German, Spanish and others — still use the long scale at home, so a German Billion is what an English speaker calls a trillion. People say "millions and billions" in the same breath, as if they're neighbours. They aren't — a billion is a thousand millions, and the gap is almost impossible to feel. Suddenly "billion" was an everyday unit, not an abstraction.

A number bigger than our intuition
A billion is where human number-sense officially clocks out. We evolved to count sheep and seasons, not thousands of millions, so the mind treats every "-illion" as roughly the same shrug of "a lot." That blind spot has real consequences: it's why a billion-dollar government line and a million-dollar one can feel similar when one is a thousand times the other. The zeros are easy; the scale is what defeats us.
