How many time zones are in the world?

The neat answer is 24 — one per hour of the day. The honest answer is 38: that's how many distinct UTC offsets are actually in use, because a country can set its clocks to a half-hour or even a 45-minute offset if it wants to.

"24 time zones" is a model, not a headcount. It comes from slicing the globe into equal hourly strips. The world its governments actually built is messier: offsets that aren't whole hours, two zones squeezed past the 24-hour wheel, and a count that nudges up and down every time daylight saving starts or ends somewhere. Why 24 feels right — and isn't

The 24 comes from arithmetic: 360 degrees of longitude divided by a 24-hour day gives a 15-degree strip for each hour. That idea was pushed by Sir Sandford Fleming, the Canadian engineer who championed worldwide standard time in the 1870s, and the framework was hammered out at the International Meridian Conference in Washington in October 1884. But the conference set a reference meridian — it never forced every country onto a tidy hourly grid. Standard time is a national choice, and nations made choices that the 24-strip model can't hold.

The offsets that aren't whole hours

India runs on UTC+5:30 for the entire subcontinent — a single half-hour offset instead of splitting into two whole-hour zones. Iran uses UTC+3:30, and the Canadian province of Newfoundland keeps UTC−3:30, so when it's noon in New York it's 1:30 pm in St. John's. Stranger still are the 45-minute offsets: Nepal sits on UTC+5:45, a deliberate notch between India and China, and New Zealand's Chatham Islands use UTC+12:45. Each one is a sovereign decision, and each one adds a number the 24-zone model has no room for.

The edges: UTC+14 and the date-line zigzag

The full spread of offsets runs from UTC−12 to UTC+14 — a 26-hour gap, wider than a single day. The top of that range exists because of one decision: at the end of 1994, the Pacific nation of Kiribati skipped 1 January 1995 in its eastern islands, shifting them from the far-behind side of the International Date Line to the far-ahead side. That created UTC+13 and UTC+14, which hadn't existed before, and made Kiribati's Line Islands the first place on Earth to reach each new day. Samoa did something similar in December 2011, dropping 30 December entirely to jump the date line. The date line isn't a straight meridian — it zigzags around exactly these choices.

Time zones vs. the database your phone uses

Ask "how many time zones" and there's a second, larger answer hiding behind it. The IANA tz database — the catalogue that operating systems, phones and programming languages actually run on — lists hundreds of named zones, well over 300. That's because a "zone" there means every place whose clocks have agreed since 1970, not every distinct offset. China is the cleanest illustration of the gap: it geographically spans about five hourly strips but keeps the whole country on one offset, UTC+8. One offset, five textbook zones, one tz-database entry.

Why the number won't sit still

Daylight saving means the count of offsets in use is seasonal. When a region springs forward, its offset changes — and an offset that no country was using can blink into existence for a few months, then vanish. That's why a careful source will say there are 38 offsets currently observed and note the next scheduled change. The figure doesn't have a single fixed value; it has a value as of a date.
